Below is an overview of the process to produce a Neighbourhood Development Plan for Stone.

While most formal requirements are listed, a number of informal activities and consultation events are likely to take place that are not yet identified or scheduled and therefore this list should be regarded as an evolving summary of activity.

Although steps are presented in a chronological order, many activities will run concurrently or may be repeated as necessary to ensure sufficient feedback or engagement has occurred on which to progress the Plan.

Suggested dates of activities in the future may be subject to change according to how the process unfolds and develops.

  • Neighbourhood Plan Launch Event  – November 1, 2014
    Over 50 local residents attended the launch event on Saturday 1st November to find out more about the neighbourhood planning process and how they can get involved to influence future development of the parish.

  • Area Designation application – December 1, 2014
    The council submitted a formal application for Neighbourhood Area Designation to Dartford Borough Council in December. The council requested to designate the neighbourhood plan area in line with the existing parish boundary, which includes Bluewater and Crossways Business Park.

  • Grant funding awarded to support Plan – February 13, 2015
    The council was awarded grant funding of £7,000 to support development of a Neighbourhood Plan for Stone Parish. Following the public launch event in November demonstrating a good level of local support for the proposal, the council submitted an application for funding to enable commencement of the plan.

  • 1st Event for potential steering group members – February 19, 2015
    A soiree for members of the public interested in being appointed to the Steering Group was held on Thursday 19th February at Stone Pavilion to provide an overview of the roles and responsibilities of a steering group member and the sorts of activities or tasks that members will be required to undertake.

  • 2nd Event for potential Steering Group members – March 20, 2015
    A second Steering Group Soiree took place at Stone Pavilion on Saturday 21st March 2015 to give local residents a further opportunity to find out about joining the Steering Group or getting involved in other ways.

  • Formal appointment of Neighbourhood Plan Directors – April 1, 2015
    At a Special Council meeting held on Wednesday 1st April 2015, the parish council formally appointed 15 Neighbourhood Plan Directors to act as the Steering Group to progress the Plan. The council also approved Directors Terms of Reference and a Communications Strategy for the Plan.

  • Inaugural meeting of Neighbourhood Plan Directors – April 29, 2015
    The Inaugural meeting of appointed Neighbourhood Plan Directors took place on the 29th April 2015 at Stone Pavilion.

  • May Meeting of Neighbourhood Plan Directors – May 19, 2015

  • June Meeting of Neighbourhood Plan Directors – June 23, 2015

  • Neighbourhood Area Designation to be formally resolved – July 23, 2015
    Dartford Borough Council Cabinet members are poised to formally resolve area designation for the Stone Neighbourhood Plan this Thursday 23rd July 2015. Members will be required to consider whether to support or reject the recommendations of planning officers to exclude a number of key local development sites.

  • August Meeting of Neighbourhood Plan Directors – August 26, 2015

  • September Meeting of Neighbourhood Plan Directors – September 22, 2015

  • October Meeting of Neighbourhood Plan Directors – October 28, 2015

  • November Meeting of Neighbourhood Plan Directors – November 17, 2015

  • December Meeting of Neighbourhood Plan Directors – December 15, 2015

  • Finalise Draft Plan and obtain formal Parish Council approval – February 10, 2016

  • Submission of Neighbourhood Plan to Dartford Borough Council – April 24, 2016
    Following any amendments resulting from the pre-submission consultation stage and final approval by the Qualifying Body (Stone Parish Council), the proposed Neighbourhood Plan will be submitted to the local Planning Authority (Dartford Borough Council).

  • Review of Plan by Planning Authority – May 1, 2016
    Dartford Borough Council will review the proposed Neighbourhood Plan to ensure it meets requirements, including compliance with existing local policy. Following the six-week formal public consultation, Dartford Borough Council will submit the Plan for independent examination.

  • Plan sent for Independent Examination – July 12, 2016
    It is the responsibility of the planning authority to organise and cover the costs of the independent examination and referendum. The independent examiner will be appointed by the local authority with the consent of the Qualifying Body. The independent examination will consider the submitted documents and any comments made during the consultation period.
