STONE PARISH NEIGHBOURHOOD PLAN

Minutes of the Stone Parish Neighbourhood Plan Directors Meeting held on Monday 31 July 2017, 7.30pm at the Boardroom, Stone Pavilion, Hayes Road, Stone DA9 9DS

 

DIRECTORS PRESENT:  P Winchester (Chairman), D Bartlett, J Burrell, M Mitchell, C Olney, J Thomas and V Winchester

VISITORS:    F Sanchez and C Hoggart from Natural England (Coastal Path, Kent & Sussex Area Team) 

 

23/07/17NP:   APOLOGIES 

Apologies for absence were received from S Brindley and Dartford Borough Council Planning representatives.

 

24/07/17NP:  DECLARATIONS OF INTEREST

No declarations of interest were received.

 

25/07/17NP:  TO APPROVE MINUTES OF THE STONE PARISH NEIGHBOURHOOD PLAN DIRECTORS MEETING HELD ON THURSDAY 22 JUNE 2017

Directors approved the minutes of the meeting held on Thursday 22 June as presented.

 

26/07/17NP:  TO DISCUSS ANY MATTERS ARISING FROM PREVIOUS MINUTES NOT ON THE AGENDA

There were no matters arising from minutes of the previous meeting.

 

27/07/17NP:  COMMUNICATIONS

  1. To receive presentation by Natural England in respect of England Coastal Path – Grain to Woolwich Stretch

Natural England representatives provided details of initial investigations on how to improve coastal access along a 78km stretch of the Kent coast and Thames estuary between Grain and Woolwich.

 

Feedback from stakeholders is welcomed ahead of publication of plans at the end of June 2018. Natural England would be delighted to receive Director observations, particularly regarding the current footpath located opposite Asda Greenhithe on Crossways Boulevard.

 

The Chairman thanked Natural England representatives for their informative presentation and confirmed progress would be monitored via the Neighbourhood Plan group.

 

28/07/17NP:  SCOPE & CONTENT OF NEIGHBOURHOOD PLAN

  1. To receive feedback in respect of public consultation at Stone Fete 2017

The Chairman was pleased to confirm that the public had supported consultation activities at the recent Council event.  One repetitive observation from the public was that it was believed the Neighbourhood Plan group were responsible for development within Stone. JT expressed the need to communicate this misinterpretation concisely to confirm the group does not have control over housing expansion and that development planned is part of Dartford Borough’s core strategy. All Directors agreed that this message should be conveyed to the public clearly.

 

Directors confirmed implementation of relevant AECOM support package at this stage. The Chairman confirmed a meeting with Dartford Planners scheduled for 23 August to discuss the Memorandum of Understanding. Directors also felt discussion regarding potential quality health provision could be addressed. All Directors would be invited to this meeting via Samepage.

 

JT felt that contact should be made with Dr Bora and the land owners at Stone Pit 1 regarding plans for a new surgery. Directors agreed that this discussion should be carried forward outside the remit of the current meeting.

 

It was agreed that further public consultation would be carried out with a cut-off point of mid-September. The Chairman would contact local establishments to organise public consultation and the office would liaise with Asda Greenhithe to hopefully reach a wider audience. Consultation will continue to be promoted via the council’s communication channels. It was confirmed that submission of the draft plan is still on target for October 2017.

 

  1. To receive update in respect of Community Land Trusts

The Chairman continues to liaise with Steven Hill from AECOM to progress coordination of 10 volunteers to sit on a CLT for Stone.

 

29/07/17NP:  PROCEDURE

  1. To determine date for next meeting

The proposed date for the next meeting was agreed for Monday 25 September 2017. Directors and Planning Officers to be informed via Samepage.

 

30/07/17NP:  FINANCE

  1. To receive updated financial transaction report for Neighbourhood Plan expenditure to date

Recent expenditure costs related to the public consultation exercise carried out at Stone Fete 2017. Costs included: professional consultant fees; exhibition board production; questionnaire print costs and prize for free draw.

 

JT confirmed the office would put forward a funding application to KCC in respect of consultation services as part of a potential cycle and footpath project to possibly connect with the Woolwich to Grain Coastal Path stretch.
