Minutes of the Stone Parish Neighbourhood Plan Directors Meeting held on Monday 16 October 2017, 7.30pm at the Boardroom, Stone Pavilion, Hayes Road, Stone DA9 9DS

33/10/17NP:  DECLARATIONS OF INTEREST

No declarations of interest were received.

 

34/10/17NP:  TO APPROVE MINUTES OF THE STONE PARISH NEIGHBOURHOOD PLAN DIRECTORS MEETING HELD ON MONDAY 31 JULY 2017

Directors approved the minutes of the meeting held on Monday 31 July 2017 as presented.

 

35/10/17NP:  TO DISCUSS ANY MATTERS ARISING FROM PREVIOUS MINUTES NOT ON THE AGENDA

There were no matters arising from minutes of the previous meeting.

 

36/10/17NP:  SCOPE & CONTENT OF NEIGHBOURHOOD PLAN

  1. To receive presentation from AECOM in respect of 3-month Parish Air Quality Monitoring activity

Michele Hackman, Regional Director for AECOM presented findings from the 3-month Parish Air Quality Monitoring, commissioned as part of the Neighbourhood Plan activities.

The presentation will be circulated to NP Directors and Council Members for information.

  1. To consider possible air quality mitigation measures

Discussion ensued regarding possible mitigation measures, including the ‘Smart Tree’ product, which has also been identified to align with the group’s aspiration for extensive tree planting, as it provides similar benefits without requiring significant land mass. The Regional Director confirmed that current studies are unable to determine the effects tree planting has on reducing air pollution.

  1. To receive update regarding Memorandum of Understanding

The Chairman reported that, following his recent meeting with the Borough’s planning team, he would be reviewing specific amended clauses drawn up by Dartford Borough Council, the details of which would be reported at next meeting of Directors.

  1. To note response to latest round of public consultation regarding vision and themes and discuss how the plan might need to evolve in response to views submitted

The Chairman reported that, whilst consultation carried out had been predominantly positive towards the Plan, public opinion remained concerning development of new homes. Data gathered has resulted in the public perceiving that the Neighbourhood Plan encourages new development. Directors agreed that these views need to be addressed and resolved via enhanced communication.

  1. To discuss LPA feedback to recent public consultation content and determine appropriate response

The Chairman addressed the Senior Policy Planner regarding draft plan submission, scheduled for 15 March 2018. After discussion, it was evident that due to time constraints, review may need to be considered in respect of which Plan components remain as part of the draft plan proposal.

  1. To determine date for next meeting

The proposed date for the next meeting was agreed for Thursday 16 November 2017 at the revised time of 7pm. Directors and Planning Officers to be informed via Samepage.

 

38/10/17NP:  FINANCE

  1. To receive updated financial transaction report for Neighbourhood Plan expenditure to date

There were no financial transactions to report.

 

39/10/17NP:  TO CONCLUDE ITEMS FOR THE NEXT AGENDA

To receive further public consultation feedback.

 

The Chairman thanked those present for their attendance before closing the meeting at 9:35pm.
