Minutes of the Stone Parish Neighbourhood Plan Directors Meeting held on Tuesday 14thJune 2018, 4.30pm at the Boardroom, Stone Pavilion, Hayes Road, Stone, Kent DA9 9DS

84/06/18NP: APOLOGIES

85/06/18NP: DECLARATIONS OF INTEREST

86/06/18NP: TO DISCUSS PLAN OUTLINE

The Directors discussed action points based on the workshop with T Burton. Aecom’s latest version of the foot/cycle path survey was received and directors noted that it seemed to be accurate and would be something that could be shown at the fete. 1 small correction was noted to be made in the meantime.

The Pit 9 viability study and Aecom’s assessment could have an impact on what type of housing is viable for the area so directors decided to keep a close eye on this.

It was decided that all the public consultation evidence and decisions should be collated so that a consultation statement could be produced. Collation of the dates, topics and results has already begun.

The directors discussed a need for the preparation of a neighbourhood plan map showing boundaries and policies with a geographical representation. It was decided that they would see if this could be outsourced to Aecom.

Directors discussed green space and air quality as important aspects of the plan. A Wright explained that there is very specific criteria to designate something as Local Green Space. Directors discussed the potential of a green/pollution buffer which could be easier to justify than the criteria for Local Green Space. There is also the possibility of making areas Parish Green Space so the criteria would be set at Parish Level. After reviewing the green space on the map of Stone, most places are already protected so NPP to look into whether these areas can be enhanced that are already protected and if anywhere is not protected to find out why and if it can be.

It was discussed that a List of Community Infrastructure Projects should be collated. One of fete activities for the Neighbourhood Plan will be to find out the priorities of the public.

Details of the register of people wanting to self-build in the neighbourhood area were requested. A Wright confirmed that there are currently 12 and if anyone else raises an interest in this to direct them to the Dartford Borough Council’s register. This was another point that will be raised at Stone Fete.

More clarification is needed on the Tree planting policy and the policy of having a charging point at all new builds. It was decided to speak to the Woodland Trust and Tesla respectively to get more information about these points.

To clarify the Neighbourhood Plan’s minimum requirements for the Horn’s Cross hub, the directors decided to plan a day to go to Horns cross itself and discuss onsite. There they will speak to the people at the existing commercial units and speak to residents about the plan. The date for this will be decided soon but should fall sometime in July.

Directors discussed the need to produce a list of local infrastructure sites and show them clearly marked on a map. These include Stone Castle and Stone Crossing Station

 

87/06/18NP: TO DISCUSS PLANNING FOR STONE FETE 2018

Several directors agreed to help run the Neighbourhood Plan tent on the day of Stone Fete 2018. It was decided there will be activities to help receive public consultation and the priorities of the Parish. Those who will be helping at the fete will be coming in prior to the fete to confirm the arrangements

Directors were allocated tasks in preparation of the fete and to progress the plan itself.

The date for the next meeting of the Neighbourhood Plan was decided to be Thursday 19thJuly 2018 at 4.30pm at the Boardroom, Stone Pavilion, Hayes Road, Stone, DA9 9DS

No items were concluded for the next agenda.

There being no other business, the Chairman closed the meeting at 18:30.
