STONE PARISH NEIGHBOURHOOD PLAN

Minutes of the Stone Parish Neighbourhood Plan Directors Meeting held on Thursday 27 April 2017, 7.30pm at the Boardroom, Stone Pavilion, Hayes Road, Stone DA9 9DS

01/04/17NP:  APOLOGIES 

Apologies for absence were received from K Elliott, J Schofield, S Thredgle, J Thomas, DBC Planning Officers.

 

02/04/17NP:  DECLARATIONS OF INTEREST

No declarations of interest were received.

 

03/04/17NP:      TO APPROVE MINUTES OF THE STONE PARISH NEIGHBOURHOOD PLAN DIRECTORS MEETING HELD ON MONDAY 20 MARCH 2017

Directors approved the minutes of the meeting held on Monday 20 March 2017 as presented.

 

04/04/17NP:      TO DISCUSS ANY MATTERS ARISING FROM PREVIOUS MINUTES NOT ON THE AGENDA

There were no matters arising from minutes of the previous meeting.

 

05/04/17NP:     SCOPE & CONTENT OF NEIGHBOURHOOD PLAN

  1. To resolve Vision Statement

The Chairman reiterated the importance of a strong and relevant statement. It was agreed the current wording lacked definition of the local area and appeared too generic. VW urged Directors to ask what they feel is relevant to the area of Stone when thinking about the statement.

 

It was not possible to resolve the Vision Statement and the Chairman requested Directors be contacted via Samepage with a request to provide feedback and ideas by 10 May 2017.

  1. To discuss proposed secondary school

The Chairman informed the meeting that a new school for key stage 3 and 4 had been confirmed for development on the Stone Lodge site.

 

  1. To consider Memorandum of Understanding

It was confirmed that an agreement, in the form of a Memorandum of Understanding should be drawn up between Stone Parish Council and Dartford Borough Council. The document will set out what it expected from both sides. The Chairman confirmed that he had commenced work on the agreement based on the AECOM template for setting out a Memorandum of Understanding. This draft had been forwarded to M Aplin, Planning Policy Manager for consideration. It was confirmed that S Woodin form AECOM would be happy to facilitate negotiations if necessary.

 

  1. To receive update regarding Air Quality Monitoring

Following expenditure approval for AECOM to commence the Air Quality Monitoring activity, there was nothing significant to report. It was confirmed the monitoring will be carried out at three locations in Stone for a period of three months.

 

06/04/17NP:      FINANCE

  1. To determine options for further consultancy support

Confirmation that the Stone Parish Neighbourhood Plan would receive £7,000 from the Council’s 2017-18 budget was provided by the Chairman.

 

PW had consulted with Steven Hill regarding the process for setting up a Community Land Trust by contacting two local housing associations to work on an exploratory basis. SH confirmed funding is available for such an exercise. The Chairman confirmed he would follow this up.

 

S Woodin suggested comparing other neighbourhood plan policies with the Stone objectives. The Chairman reported he had asked that if sufficient funding was available to pay for an AECOM consultant, would they be able to take on the project of reviewing policies. SW confirmed that Locality prefer policy evaluation to be undertaken by a relevantly qualified individual and that currently AECOM were not able to provide this service. It was recommended that Planning Aid England be contacted for further information.

 

SW suggested the Stone Parish Neighbourhood Plan needs to scope out what consultancy services are required for the entire project and formulate a consultancy brief to determine future expenditure.

 

It was confirmed that enquiries would be made in respect of external funding to support the need for a specialist policy consultant to carry a review on policies ahead of submitting the draft plan and that a tender process for consultant employment would be implemented.

 

  1. To receive updated financial transaction report for Neighbourhood Plan expenditure to date

Members were presented with a financial transaction report for the period April 2015 – March 2017 for information which included Air Quality Monitoring expenses.

 

07/04/17NP:      TO CONCLUDE ITEMS FOR THE NEXT AGENDA

To resolve the Stone Parish Neighbourhood Plan Vision Statement.

The Chairman thanked those present for their attendance before closing the meeting.
