STONE PARISH NEIGHBOURHOOD PLAN

Minutes of the Stone Parish Neighbourhood Plan Directors Meeting held on Thursday 19thJuly 2018, 4.30pm at the Boardroom, Stone Pavilion, Hayes Road, Stone, Kent DA9 9DS

91/07/18NP: APOLOGIES

92/07/18NP: DECLARATIONS OF INTEREST

No declarations of interest were received

 

93/07/18NP: TO APPROVE THE MINUTES OF THE LAST MEETING HELD ON 14 JUNE 2018

The minutes of the meeting held on 14 June 2018 were approved.

 

94/07/18NP: TO REVIEW ACTION PLAN

  • Review progress on each action point

 

  1. Green Space. Directors agreed that the different levels of protection on the green space in the Parish had all been identified and could not see any that were not protected. It was decided to articulate the protection that is already in place and to show on a map which protection is where.
  2. Tree-planting policy. Directors discussed the need for a green barrier or corridor to combat pollution by both soaking up fumes and combatting CO2 emissions. It was recommended that directors decide where trees get planted for developments.
  3. Tesla have been contacted regarding the viability of electric charging points and a contact from the company is keen to discuss the plan.
  4. Defra’s recent air quality paper includes some important data that the Neighbourhood Plan will reference. Air pollution is worse for you than second hand smoking.
  5. Directors have decided on a trip to Horns Cross where public consultation will take place on the site itself to discuss the vision for Horns Cross. The date for this visit was agreed as being 16thAugust from 5pm-7pm
  6. The Dartford Borough Council self build register currently has 12 people on it and none of them are in the Stone area.
  7. The consultation at the fete did not show up a great interest in self building, but it was agreed that it may not have been the best place and time to discuss this with the public.
  8. There was a discussion about whether the plan should the types of affordable housing or where the affordable housing should go. It was decided to look at the viability of each of these.
  9. The list of community assets shows Stone Castle to be the main one. It was agreed that it should be protected as a potential community asset. The Neighbourhood Plan itself cannot do this but would give its support for this.
  10. A response from Landlogical was received regarding the foot/cyclepath plan showing that they may have valuable input regarding this. It was agreed that more consultation with various stakeholder groups in the coming weeks to create a final copy of the map with any changes the consultation brings up.
  • Land registry has had some technical issues recently but searches will be undertaken to identify the land owners of sites close to Stone Crossing Station
  1. Consideration was given to the renovation that the Bat and Ball Station in Sevenoaks has had and the developing of a community centre around the station. Similarities were noted between the issues at Stone Crossing and the ones dealt with here. It was noted that the plan should just note the type of development they would be keen to see here as they cannot make decisions on what will be developed.
  2. Collation of the community engagement so far is in progress.
  • The statement regarding the production of a regulation document to confirm persons and bodies consulted about the plan was parked.
  1. The creation of site specific maps has been completed and more are planned. Consultation with Aecom regarding this is ongoing.
  2. The Green space map identifying protected areas already exists and Directors are happy to refer to this in the plan.
  3. A list of projects for delivery is in progress and updated with each meeting

 

95/07/18NP: TO RECEIVE AND DISCUSS CONSULTATION RESULTS

 

  1. Feedback regarding The Recreation Ground Masterplan was received.

  1. Discussion regarding the Dartford Borough Council Stone Lodge Consultation was parked due to time constraints.

 

96/07/18NP: TO DISCUSS STONE FETE CONSULTATION FEEDBACK

 

97/07/18NP: TO DISCUSS CONSULTANCY SUPPORT BY AECOM FOR OUTSTANDING TASKS

David Carlisle will be contacted for an update regarding his work on the Stone Pit 9 viability. Regarding the vision for Horns Cross, it was decided that directors would go ahead with this without assistance from Aecom.

A further cycle and footpath map will possibly be required once stakeholder consultation is completed.

 

98/07/18NP: TO RECEIVE AN UPDATE REGARDING STONE PIT 1

A meeting with the developers is being arranged in the coming month to happen before the Horns Cross consultation day.

 

99/07/18NP: TO DETERMINE THE DATE OF THE NEXT MEETING

It was decided that the date of the next meeting would be Tuesday 28thAugust at 4pm.
