01/05/18CL:  TO ELECT THE CHAIRMAN OF THE COUNCIL FOR 2018-19 AND RECEIVE CHAIRMAN’S DECLARATION OF ACCEPTANCE OF OFFICE

The Chairman invited nominations for election of the role of Chairman of the Council for the ensuing year.

Cllr J Burrell was nominated by Cllr M Mitchell and seconded by Cllr S Thredgle

With no other nominations received, it was declared that the successful candidate was Cllr J Burrell who was duly elected Chairman of the Council for 2018-19

The newly elected Chairman signed the Declaration of Acceptance of Office, which is then countersigned by the Clerk.

02/05/18CL:   TO ELECT THE VICE-CHAIRMAN OF THE COUNCIL FOR 2018-19

The Chairman requested nominations for election of Vice-Chairman of the Council for the ensuing year.

Cllr S Thredgle was nominated by Cllr S Martin and seconded by Cllr K Kelly.

The Chairman declared Cllr S Thredgle the successful nominee to be duly elected Vice-Chairman of the Council for 2018-19.

03/05/18CL:  TO RECEIVE APOLOGIES FOR ABSENCE

Apologies for absence were received from Councillor J Hoadley, Councillor P Cutler and Community Warden Christian Ward-Davies 

04/05/18CL:         TO RECEIVE DECLARATIONS OF INTEREST

J Burrell declared an interest for 13/05/18CL as one of the approved payments was to a family member 

05/05/18CL:  TO APPROVE THE MINUTES OF THE COUNCIL MEETING HELD ON WEDNESDAY 21 MARCH 2018 AND THE SPECIAL COUNCIL MEETING HELD ON WEDNESDAY 25 APRIL 2018

The minutes of the Council Meeting held on Wednesday 21 March 2018 and the Special Council Meeting held on Wednesday 25 April 2018 were accepted as a true record by the Council and signed by the Chairman. 

06/05/18CL:  TO DISCUSS MATTERS ARISING FROM PREVIOUS MINUTEs

There were no matters arising from previous minutes.

07/05/18CL:         TO ACCEPT QUESTIONS FROM THE PUBLIC

There were no questions from the public.                              

08/05/18CL:  TO REVIEW DELEGATION ARRANGEMENTS TO COMMITTEES AND COUNCIL OFFICERS

Section 101 of the Local Government Act 1972 enables the council to delegate authority for decision making to appointed committees or council officers.

The council considered its annual review of delegation arrangements by approval of committee/staff structure to support administration of council business.

A summary of duties/activities delegated to council officers was provided for member’s consideration.  Members also deliberated Terms of Reference for proposed committees.

Resolved:  To approve delegation arrangements to committees as outlined at Appendices A & B 

     To approve Terms of Reference for committees, including delegation arrangements to officers, as outlined at Appendix C

09/05/18CL:  TO APPOINT PROPOSED MEMBERSHIP OF COMMITTEES
Members considered proposed committee membership appointments for 2018-19 which were presented at Appendix A.

Resolved: To appoint committee membership for 2018-19 as presented. 

10/05/18CL:  TO APPOINT COUNCIL REPRESENTATIVES TO OUTSIDE BODIES AND COMMITTEES

Members were presented with proposals for outside body and committee membership. Proposals for committee appointments for 2018-19 were outlined at Appendix A.                  

Resolved: To appoint members to outside bodies and committees for 2018-19 as proposed.

11/05/18CL:  TO CONFIRM THE CALENDAR OF COUNCIL AND COMMITTEE MEETINGS FOR 2018-19

A proposed calendar of Council and Committee meetings for 2018-19 was presented for approval.

Whilst confirming the annual calendar Members are asked to consider their availability and avoidance of meeting date changes. It was confirmed this would greatly assist the planning of officer reports which are scheduled to coincide with agenda dates. All meetings were proposed to commence at 7pm at Stone Pavilion unless otherwise stated on the relevant agenda.

Resolved: To approve the calendar of Council and Committee meetings for 2018-19 as outlined.

12/05/18CL:  TO ADOPT STANDING ORDERS & FINANCIAL REGULATIONS

Members were presented with draft documents, based on model templates produced by the National Association, for consideration and adoption.

Resolved: To formally adopt the Standing Orders and Financial Regulations contained at Appendices A & B.

13/05/18CL:  FINANCE

  1. TO APPROVE SUBSCRIPTION TO THE KENT ASSOCIATION OF LOCAL COUNCILS AND NATIONAL ASSOCIATION FROM 1st APRIL 2017

The council resolved to approve renewal from 1st April 2018 and confirm subscription of fees of £1,530 exclusive of VAT for the Kent Association for Local Councils and National Associations.

Resolved: That the council approved membership renewal fees of £1,530 exclusive of VAT for the Kent and National Association from 1st April 2018 membership.

  1. TO AUTHORISE PAYMENTS

Members were presented with payments for authorisation for consideration and approval.

The Clerk clarified that there was an accumulation of several months to be approved due to the restructure and accounts now being done by Barnes Roffe.

Resolved:  To approve payments as presented. 

14/05/18CL:  TO NOTE KALC RESPONSES TO: 

  1. Revised NPPF consultation
  2. Developer contributions consultation

Resolved: Members noted the KALC responses.

15/05/18CL: PLANNING, TRANSPORT & ENVIRONMENT

To consider new planning applications and prepare observation responses to the Local Planning Authority

  1. 17/02042/FUL – Land adjacent 33 St Marys Road, Stone, Kent

Erection of 4 storey building to provide 12 x 2 bed apartments and associated parking/amenity.

Member observations: Members resolved to object to this plan on the basis of over-intensification.

 

  1. 18/00418/FUL – Land Adjacent Davanden Kennels, Cotton Lane, Stone, DA9 9BB

Development works for the construction of a 7.5MW battery energy storage facility

Member observations: No objection to the application.

 

Resolved: To observe recent decisions made by the Local Planning Authority and note observations made by officers under delegated powers.

16/05/18CL:  TO RESOLVE SUBMISSION FOR DARTFORD BOROUGH COUNCIL CAPACITY BUILDING FUND

Members discussed the benefits of the Council using the grant to purchase grounds maintenance equipment to that can handle the rougher terrain and also cut back trees and shrubs both on site and in the adjoining highway, which the parish council has an obligation to maintain.

The Clerk confirmed that the equipment would fit the tractor that the council already has and it would be able to be used on all sites.

Members noted that although it would be helpful for the maintenance of the Cotton Lane site, it would also be able to be used elsewhere in the Parish on an ad-hoc basis. This would allow the Parish to assist with highway maintenance and verge cutting when required.

It was noted that if there was any shortfall, the Council would need to pay the remaining amount.

Resolved: Members approved the suggested proposal for the Dartford Borough Council Capacity Building Fund. 

17/05/18CL:  TO RECEIVE REPORTS FROM OUTSIDE ORGANISATIONS AND AGENCIES

  1. Kent County Councillor’s Report

Councillor P Cole reported that the 96 bus had been using the fast track and that residents had complained that Park Road is not suitable for buses. TFL have changed the route of the bus so that from 23 June the 96 will go back down Watling Street.

Members raised concerns that there is a crossing on that route that would make it difficult for a bus to get through. They also raised concerns over parking.

Pepper Hill Waste Recycling Centre will remain closed until at least August due to dangers of chlorine. In the meantime, Dartford Heath and Swanley recycling centres are to be used.

A member of the public raised a concern that fly tipping had been worse since the closure of the recycling centre.

KCC are organising training on GDPR for all elected representatives in June.

  1. Dartford Borough Councillor’s Report

Councillor K Kelly reported that the recent bus crash in Dartford had caused 14 serious casualties. The bus was not in service at the time and not on its route.

Marti Pellow will be performing in the pantomime this year and the headline for the Dartford Fete will be Boys Life.

Over 3000 tickets have been sold for the central park cinema nights hosted by Dartford Borough Council.
