01/05/19CL: TO ELECT THE CHAIRMAN OF THE COUNCIL FOR 2019-20 AND RECEIVE CHAIRMAN’S DECLARATION OF ACCEPTANCE OF OFFICE

The Chairman invited nominations for election of the role of Chairman of the Council for the ensuing year.

Cllr J Burrell was nominated by Cllr P Cutler and seconded by Cllr S Thredgle

With no other nominations received, it was declared that the successful candidate was Cllr J Burrell who was duly elected Chairman of the Council for 2019-20

 

The newly elected Chairman signed the Declaration of Acceptance of Office, which is then countersigned by the Clerk.

 

02/05/19CL: TO ELECT THE VICE-CHAIRMAN OF THE COUNCIL FOR 2019-20

The Chairman requested nominations for election of Vice-Chairman of the Council for the ensuing year.

Cllr S Thredgle was nominated by Cllr J Burrell and seconded by Cllr K Kelly.

 

The Chairman declared Cllr S Thredgle the successful nominee to be duly elected Vice-Chairman of the Council for 2019-20.

03/05/19CL: TO RECEIVE APOLOGIES FOR ABSENCE

Apologies for absence were received from Cllr J McQueen and from Kent Police.

 

04/05/19CL: TO RECEIVE DECLARATIONS OF INTEREST

No declarations of interest were received.

 

05/05/19CL: TO APPROVE THE MINUTES OF THE MEETING OF THE COUNCIL HELD ON WEDNESDAY 16 JANUARY 2019

The minutes for the meeting of the Council held on Wednesday 16th January 2019 were approved.

 

06/05/19CL: TO REVIEW DELEGATION ARRANGEMENTS TO COMMITTEES AND OFFICERS

Section 101 of the Local Government Act 1972 enables the council to delegate authority for decision making to appointed committees or council officers.

The council considered its annual review of delegation arrangements by approval of committee/staff structure to support administration of council business.

 

A summary of duties/activities delegated to council officers was provided for member’s consideration.  Members also approved the Terms of Reference for proposed committees.

 

07/05/19CL: TO APPOINT PROPOSED MEMBERSHIP OF COMMITTEES

Members were provided the proposed membership of Committees. Mitchell requested to be removed from the Recreation & Facilities Committee which was agreed. Members resolved to appoint committee membership for 2019-20 as presented.

 

08/05/19CL: TO APPOINT COUNCIL REPRESENTATIVES TO OUTSIDE BODIES AND COMMITTEES

Members resolved to appoint members to outside bodies and committees for 2019-20 as proposed.

 

09/05/19CL: TO CONFIRM THE CALENDAR OF COUNCIL AND COMMITTEE MEETINGS FOR 2019-20

A proposed calendar of Council and Committee meetings for 2019-20 was presented for approval. Members approved the Calendar of Council and Committee meetings for 2019-20 as outlined.

 

10/05/19CL: TO CONFIRM THE CALENDAR OF MEMBER TRAINING FOR 2019-20

Members were provided a calendar of training events for Councillors. This calendar was approved.

 

11/05/19CL: TO ADOPT STANDING ORDERS & FINANCIAL REGULATIONS

Members were presented with draft documents, based on model templates produced by the National Association, for consideration and adoption. Members resolved to approve the draft standing orders & financial regulations as presented.

 

12/05/19CL: TO DECLARE ELIGIBILITY TO USE GENERAL POWER OF COMPETENCE

Following the recent election, the council is required to re-declare its eligibility to use the General Power of Competence. Members resolved to declare the Council’s eligibility to use the General Power of Competence.

  1. TO APPROVE SUBSCRIPTION TO THE KENT ASSOCIATION OF LOCAL COUNCILS AND NATIONAL ASSOCIATION FROM 1st April 2019

Members unanimously approved the subscription to the Kent Association of Local Councils and National Association from 1st April 2019.

 

  1. TO AUTHORISE PAYMENTS

Members were presented with payments for authorisation for consideration and approval. These payments were authorised by the members.

 

14/05/19CL: TO RECEIVE REPORTS FROM OUTSIDE ORGANISATIONS AND AGENCIES

  1. Kent Police Report

Members received a Crime Report from PCSO Keers. This was noted by the members.

 

  1. Kent County Councillors Report

Cllr P Cole told members about the KCC campaign ‘Release the Pressure’ which is an ongoing mental health campaign which specifically targets men who are less likely to talk about their problems.
Members were informed about the pothole blitz which is on its 4th phase. So far they have fixed 44 football pitches worth of potholes, but more money has been given to Kent Highways to further deal with the issue.

Street lights are being changed to LED’s. 16000 have already been done and they save 65% energy.

Members were reminded to let residents know they are able to report any faults or issues on the KCC website.

It was confirmed that as of 3rd June, there will be charges for certain waste at the refuse centres. These are mainly rubble and plasterboard. This is already in place in surrounding areas and there was worry that residents from these areas would be bringing their waste to Kent. The other areas have not reported an increase in fly tipping which residents have raised concerns over. If fly tipping is noted to have increased, this decision may be revisited.
