1 – Election of Chairperson

Members were asked for nominations for Chairperson of the People & Performance Committee for 2023-24. Nominations were received for Councillor Mote. There were no other nominations and members unanimously voted to elect Councillor Mote as Chairperson of the People & Performance Committee for 2023-24.

 

2 – Election of Vice-Chairperson

Members were asked for nominations for Vice-Chairperson of the People & Performance Committee for 2023-24. Nominations were received for Councillor Olaadedini. There were no other nominations and members unanimously voted to elect Councillor Olaadedini as Vice-Chairperson of the People & Performance Committee.

 

3 – Apologies for Absence

There were no apologies for absence.

 

4 – Disclosure of Pecuniary Interests

There were no disclosures of pecuniary interests.

 

5 – Public Participation

There were no members of the public present at the meeting.

 

6 – Approval of Minutes

The minutes of the People & Performance Committee held on Wednesday 8 February 2023 were approved.

 

7 – Exclusion of Press & Public

It was resolved, pursuant to section 1 (2) of the Public Bodies (Admission to Meetings) Act 1960, that because of the confidential nature of the business to be transacted, the public and the press leave the meeting during consideration of the following items.

 

8 – Performance Review Cycle

Members note that performance reviews were conducted for office staff and the Grounds Manager in June 2023. Members were provided with accumulative performance scores from the review process with accompanying action points.

It was noted that reviews are still to be undertaken for hospitality and maintenance staff which were not able to be scheduled in time for inclusion in this report. Line management duties for undertaking reviews for these staff will be determined through the current structure review and all reviews will be scheduled to be undertaken prior to the next P&P committee meeting to enable a full complement of accumulative data scores.

 

9 – Training & Development

Details of Officer/Member Training & Development for the period Mar-Jun 2023 were provided. The low take-up of training by council members was discussed. Details of relevant councillor training are regularly disseminated by the office but the response to this is minimal. It was queried whether the indicated cost of training events may hinder members from signing up and was felt beneficial to circulate an email that confirms the training budget for members to ensure they are aware they are not required to pay themselves. It was disappointing to note that even a session scheduled for delivery at the council’s own venue had failed to attract sufficient attendees to make it viable. It was suggested that holding a training session after a council meeting may result in a higher participation of training. The Clerk reminded the committee that the council’s Quality Gold status requires the council to demonstrate the continuous professional development of both staff and councillors and therefore it is a duty of all members to uphold this.

 

10 – Human Resources Activity Report

Members were provided with a HR Activity Report for the period Mar-Jun 2023 which included details of attendance, recruitment and wellbeing.

 

The committee resolved to note the report.

 

11 – Current Human Resources Strategy

Members were provided with a verbal update regarding the current HR Strategy as it was noted that there will imminently be some changes in key officers, who are either retiring or leaving for alternative employment. While immediate recruitment is necessary to ensure sufficient resource to maintain service administration, there is also an opportunity to review subsequent needs before undertaking further recruitment to be clear about the requirements as there are a number of areas that need to be considered to resolve line management and job description anomalies that have arisen recently due to expansion of new services and staff members. The Clerk confirmed that this review be undertaken in coming months to enable a report with recommendations to be submitted to November’s committee meeting. A working party was proposed to enable discussion in between meetings to keep members up to date with activity.

 

It was resolved that the committee chair Councillor Mote, Councillor Thredgle and Councillor Howes would form the working party.
