4 – Approval of Minutes

Members resolved to approve the draft minutes of the Annual Meeting of the Council held on Wednesday 15 May 2024.

5 – Reports from outside organisations

  1. Kent County Council

Discussion took place regarding the ongoing level of lorry parking along London Road. Local representatives are increasingly frustrated by the anti-social behaviour by some lorry drivers who are relieving themselves into bottles and bags, which are left by the roadside and encountered by residents and community litter pickers. Sympathy was extended to the drivers who have little options regarding stopover and service provision. Responsibility for resolving the issue is not straightforward due to the segregated jurisdiction of various authorities. Members discussed the prospect of modification to the pavement/curbside to potentially restrict the size of vehicles that might park. A question was raised regarding the funding towards such a scheme, but it was felt that this would be difficult to determine until potential costs could be determined. Kent Highways provide a design service that could establish the groundwork requirements and cost this to support further discussion regarding prospective funding options. Members also agreed that following the imminent general election, the selected member of parliament will be invited to attend a future council meeting to confirm the government’s position regarding provision of national infrastructure for lorry parks.

6 – Planning Applications

24/00230/FUL – Hangloose Adventure Bluewater Parkway Bluewater Greenhithe Kent DA9 9SW

Members discussed the planning application for cold water swimming, provision of a floating deck including floating access ramp for leisure and recreational purposes and provision of a seasonal Aqua Park together with ancillary facilities including disabled lift, access ramps and steps at Lake 2 at Bluewater. Members acknowledged the number of representations from residents who are concerned about the impact of the proposals on the ecology and wildlife

Members resolved to raise no objection to the planning application, but requested that the planning authority be asked that regular ecological surveys were carried out to ensure no negative impact was had on the area.


7 – Policies and Procedures

To resolve approval of a Reserves Policy 2024.

Members were presented with a draft reserves policy for approval.

Members resolved to adopt the Reserves Policy as outlined.
