Purpose of Role 
To deliver a comprehensive programme of online and in-person seasonal activities, via a combination of direct delivery and partnership working, to support social interaction and increase the feeling of inclusion and belonging among residents. To undertake effective communication, marketing and monitoring for council activities and services to ensure a high standard of engagement. To collaborate, or lead where appropriate, on projects to deliver strategic plan objectives.

Duties & Responsibilities 


  • To plan, propose and obtain council approval for a diverse annual calendar of events in line with strategic objectives. 
  • To make necessary arrangements for the effective delivery of annual calendar of events. 
  • To ensure any required event management plans, risk assessments, health & safety documentation, temporary event notices, licenses or permits are in place and fit for purpose for each event as necessary. 
  • To carry out research, draft reports, and undertake activities as necessary to support the work of the Community Engagement & Events Committee. 

Communications & Engagement 

  • To produce engaging content using a variety of graphic design software for the effective communication and promotion of council activity. 
  • To regularly publish relevant information regarding council activity via the council’s e-newsletter, website, social media, and local media.  
  • To undertake regular community engagement via appropriate methods in relation to strategic objectives to establish proposals for council activity. 
  • To ensure website pages under ownership of role are regularly updated. 


  • To draft proposals for the annual budget for community engagement and events in time for the draft budget committee meeting. 
  • To purchase supplies and services to support delivery of community engagement and events activities. 
  • To monitor and maximise budget expenditure for optimum delivery of community engagement and events. 
  • To prepare and submit funding applications to secure event sponsorship and external grants to support the budget for community engagement and events. 


  • To oversee delivery of community engagement and events to coordinate resources and ensure compliance with event plan.                    

Performance Management 

  • To undertake post-event evaluation to ensure delivery of events fulfils strategic objectives set out in event plans. 

Staff Management Responsibilities 

  • There is no direct responsibility for line management of staff, however the role is required to identify resource requirements for events and ensure appropriate cover is in place. Some direction to support staff will be required to ensure effective facilitation of events.   


  • To answer the telephone or greet visitors to the reception desk as necessary during periods of absence.

  • To assist at council and community events.

  • To carry out the duties of the post with due regard to the Council’s Equal Opportunities Policy. 
  • To actively promote and uphold the Council’s code of conduct, values, priorities, and service standards. 
  • To undertake other duties appropriate to the grade as directed by management.
