01/06/22PP: To elect the Chairperson of the People & Performance Committee for 2022-23

The Chairperson will ask for nominations for election of the Chairperson of the People & Performance Committee for the ensuing year.
If there is more than one nomination, a vote will commence by a show of hands in the order in which persons have been nominated.

The Chairperson will then declare the successful nominee to be the duly elected Chairperson of the People & Performance Committee for the ensuing year.

At this point, the incoming Chairperson will take over the meeting from the retiring Chairperson.

 

02/06/22PP: To elect the Vice-Chairperson of the People & Performance Committee for 2022-23

The Chairperson will ask for nominations for election of the Vice-Chairperson of the People & Performance Committee for the ensuing year.
If there is more than one nomination, a vote will commence by a show of hands in the order in which persons have been nominated.

The Chairperson will then declare the successful nominee to be the duly elected Vice Chairperson of the People & Performance Committee for the ensuing year.

 

03/06/22PP: Apologies for Absence

04/06/22PP: Disclosure of Pecuniary Interests

To receive disclosure of any pecuniary interests relating to meeting agenda items.

Having declared an interest, a member must not participate in discussion on the matter and must not take part in any vote unless an appropriate dispensation has been granted.

Relevant Legislation: Localism Act 2011, s 31.

 

05/06/22PP: Public Participation

The council meets and makes its decisions in public. A council meeting is not a public meeting. It is a meeting held in public and there is no requirement in law which allows members of the public to speak at such meetings.

However, the council is is keen to encourage public attendance at meetings and will therefore provide an opportunity to local registered electors to show it is committed to community engagement.

A maximum of 3 minutes is allowed per person to speak and the total length of time afforded for public participation at each meeting shall be no more than 15 minutes, subject to an extension of this time, in exceptional circumstances, being agreed by the Chairperson.

Further to the recent council meeting, a copy of the Terms of Reference for the People & Performance Committee are provided for noting.

To resolve, pursuant to section 1 (2) of the Public Bodies (Admission to Meetings) Act 1960, that because of the confidential nature of the business to be transacted, the public and the press leave the meeting during consideration of the following items.

As part of the evidence to support the Local Council Award Scheme Gold Level, the council was required to submit evidence of its Statement on Performance Management.

This statement explains the processes by which the performance of the council as a corporate body is constantly improved and shows how the performance, skills and knowledge of each individual in the council is managed to help the council achieve its objectives on behalf of the community.

The requirements of LCAS includes each member of staff having their own professional development plan and that councillors participate in a member development programme that is specific to their roles and the needs of the council. This is particularly emphasised for any members overseeing human resources or financial decision-making.
