94/03/22CL: Public Participation

The council meets and makes its decisions in public. A council meeting is not a public meeting. It is a meeting held in public and there is no requirement in law which allows members of the public to speak at such meetings.

However, the council is keen to encourage public attendance at meetings and will therefore provide an opportunity to local registered electors to show it is committed to community engagement.

A maximum of 3 minutes is allowed per person to speak and the total length of time afforded for public participation at each meeting shall be no more than 15 minutes, subject to an extension of this time, in exceptional circumstances, being agreed by the Chairman.

98/03/22CL: Tribute to former Councillor Ivor Jones

The council was deeply saddened to hear of the recent passing of former councillor Ivor Jones, who has played a significant role in representing the interests of the Stone Parish community since the mid-1950’s.

Ivor was elected to Stone Parish Council in 1955 and served a record 56 years before retiring in 2011.

He also represented Stone on the Dartford District Council, including as Leader from 1974 to 1982, and was appointed by the Queen as a Deputy Lieutenant for Kent.

Ivor and his wife Dulcie were Mayor and Mayoress of Dartford on two occasions. Dulcie also served as a Stone parish councillor for over 40 years. Dulcie Close at Horns Cross is named in reflection of her service.

Members are requested to discuss ideas to pay tribute to Councillor Ivor Jones to commemorate his service and dedication to the Parish.

Dartford Borough Council would like your views on the creation of a borough-wide Public Spaces Protection Order (PSPO), which would prohibit various types of anti-social behaviour (ASB).

Kent County Council are proposing to make savings by reducing the money we spend on providing some bus services that private bus companies cannot afford to run, and which are no longer cost effective.

101/03/22CL: Finance

  1. Covid-19 Contain Outbreak Management FundTo resolve approval of Council bid to Kent County Council’s Covid-19 Contain Outbreak Management Fund (COMF) in the amount of £2,639.23.

    The Council applied for grant funding in January 2022 to cover certain costs incurred in preventing the spread of Covid-19 at its facilities and public spaces, plus additional expenditure required to facilitate remote working.  The final bid required agreement from the Council before submission, however, due to timing constraints this was not possible. KALC provided approval for the application to be submitted in advance, with the proviso that Council agreement be obtained at the next full council meeting.

    The attached file contains confirmation that KCC have awarded the grant funding of £2,639.23, a copy of the original council application form, and correspondence from the KALC Chief Executive confirming that the Council may submit a bid to meet the deadline of 18 February 2022.

    3. To note the National Joint Council for Local Government’s agreement for new rates of pay.

    The National Joint Council for Local Government Services (NJC) has agreed on the new rates of pay applicable from 1 April 2021.

They state:

Pay Agreement has been reached on rates of pay applicable from 1 April 2021.

Employers are encouraged to implement this pay award as swiftly as possible.

Backpay for employees who have left employment since 1 April 2021

4.Payments for Authorisation

A schedule of supplier payments is presented for council resolution to authorise payment.
