Having declared an interest, a member must not participate in discussion on the matter and must not take part in any vote unless an appropriate dispensation has been granted.

4 – Public Participation

The council meets and makes its decisions in public. A council meeting is not a public meeting. It is a meeting held in public and there is no requirement in law which allows members of the public to speak at such meetings.

However, the council is is keen to encourage public attendance at meetings and will therefore provide an opportunity to local registered electors to show it is committed to community engagement.

A maximum of 3 minutes is allowed per person to speak and the total length of time afforded for public participation at each meeting shall be no more than 15 minutes, subject to an extension of this time, in exceptional circumstances, being agreed by the Chairman.

7 – Committee Membership

To resolve to co-opt Councillor Tom Oliver onto the Community Engagement & Events Committee.

The membership of the CE&E Committee is 8 members. There are currently 7 members on the Committee. Councillor Oliver has expressed an interest in joining the Committee. This requires Full Council approval.


8 – Grant Funding

To note formal offers of funding from the Urban Tree Challenge Fund for Tree planting at the Claire Tiltman Centre and Stone Recreation Ground.

11 – Policies

  1. To review and resolve adoption of Stone Parish Council’s Equality & Diversity Policy
    In line with LCAS criteria, the council is required to have adopted a series of policies that set out its approach and principles towards various matters and to keep these under periodic review.The Council resolved to adopt the outlined Equality & Diversity Policy in 2020.

    The council is requested to review the Equality & Diversity Policy and resolve whether any amendments are required or to readopt as outlined.

  2. 2. To resolve approval of Internal Communications Policy
    Members were presented with the Internal Communications Policy at the Full Council meeting in July but members felt that more time was required to review the policy before adopting. This item was therefore deferred from July.

    Pending adoption of the policy, certain proposals were implemented on the basis that there were no objections to enhancing existing communications and since July’s meeting, regular updates have been dispatched to keep member’s informed of events and activities. This is considered to have had a beneficial effect.

12 – Footpath connection

To resolve approval in principle of the creation of a footpath connection between Kirby Road / Clarendon Gardens and the Stone Pit 2 development site.

Following a site meeting with a planning officer from Dartford Borough Council and representatives of the developers of Stone Pit 2, it was proposed that the best way to achieve the Neighbourhood Plans objective of sustainable travel around the Parish was an extension of the existing footpath that currently connects Clarendon Gardens with Kirby Road.

The proposal involves a footpath that extends from the current one through the Southern end of the Kirby Road Allotment site. This proposal avoids affecting any of the current tenants and existing plots, instead using a portion of land on the Southern side which is currently unused and overgrown. It would also provide an opportunity for improved security of the Allotment site and an update to the fencing.

Members are requested to resolve in principle that this would be the preferred option to connect the two sites. Further discussion will need to be had regarding funding and details at a later date.
