74/03/18CL:  TO APPROVE COMMENCEMENT OF PUBLIC CONSULTATION FOR STONE RECREATION GROUND MASTERPLAN

Following adoption of the Stone Recreation Ground Masterplan, the council is requested to approve commencement of public consultation regarding the plan to seek feedback regarding proposals and provide the evidence base for funding applications to support delivery of the scheme.

It is proposed the consultation will be launched at the Annual Parish Meeting on Wednesday 2 May, to provide an effective topic of interest for local residents. It is suggested consultation runs from 2 May for a further two weeks, both online and with a stand in the Pavilion Reception. Details of the consultation would also feature in the council’s Annual Report, due to be published around the same time.

Recommendation: That the council approves commencement of public consultation for the Stone Recreation Ground Masterplan.

75/03/18CL:  TO RESOLVE COUNCIL RESPONSE TO THE FOLLOWING CONSULTATIONS

  1. THE LOCAL GOVERNMENT BOUNDARY COMMISSION FOR ENGLAND – NEW ELECTORAL ARRANGEMENTS FOR DARTFORD BOROUGH COUNCIL

On 30 January 2018, the Local Government Boundary Commission for England published draft recommendations for the electoral review of Dartford Borough Council.

 

The Commission considered all the submissions it received in the previous stages of the review before drawing up the draft recommendations. They have sought to balance the criteria they must follow when drawing up recommendations, namely:

  • To deliver electoral equality where each borough councillor represents roughly the same number of electors as others across the borough.
  • That the pattern of wards should, as far as possible, reflect the interests and identities of local communities.
  • That the electoral arrangements should provide for effective and convenient local government.

 

The Commission’s draft recommendations propose that the Dartford should have 42 councillors in future: two fewer than now. The recommendations also outline how those councillors should represent seven three-councillor wards, eight two-councillor wards and five one-councillor wards across the borough.

 

The Commission will consider all representations made on the draft recommendations and has an open mind about amending the scheme if an alternative pattern of wards would better meet the statutory criteria above. It is also important for respondents to the consultation to indicate where and why they support the draft recommendations.

  1. DARTFORD TOWN CENTRE FRAMEWORK

 

Dartford Borough Council is inviting residents and the public to have their say on plans for the town centre.

 

The Town Centre Framework document is expected to be refined and adopted after consultation as a Supplementary Planning Document guiding the development of the town. A variety of further documents and explanatory sources of information are available in support.

  1. A2 BEAN AND EBBSFLEET JUNCTION IMPROVEMENT SCHEME

The statutory consultation for the A2 Bean and Ebbsfleet improvements scheme is now open. The selected road layout has been developed working with Highways England consultants and the local authorities.

 

Following the consultation, Highways England will analyse all feedback and produce a consultation report. This will then be part of a planning application called a development consent order (DCO) to the Planning Inspectorate.

 

After the examination the Planning Inspectorate will make a recommendation to the Government which makes the final decision on the scheme. Highways England will only be able to construct the scheme if the Development Consent Order is granted. Consent will also allow compulsory purchase of any land required.
