Members are requested to note information provided in the attached report that gives details of the recent public consultation on the draft Strategic Plan; the council response to comments received and proposed action or amendment to the plan.

Members are requested to note the corresponding Delivery Plan that provides an overview of resources, timeframes and milestones for strategic plan objectives.

Members are requested to review the final draft of the plan, amended in line with proposals in the Consultation Table, and resolve to approve and formally adopt the Strategic Plan, with immediate effect.

78/04/21CL: To discuss the issue of lorry parking on London Road and resolve action as appropriate to seek remediation

Members are requested to consider the findings of the report in respect of options to alleviate issues caused by lorry parking on London Road.

The attached report contains information regarding the impact of this issue, highlights road safety incidents and provides options for consideration and feedback regarding the situation and  from KCC Councillor Penny Cole, DBC Transport Engineer and Dartford Sergeant at Kent Police.

79/04/21CL: To consider request by Halls AFC for support towards delivery of plans for a new Football Club facility at Atlas Park

Following the granting of planning permission for the scheme at Atlas Park, which includes a dedicated football club facility, Halls AFC has approached the council to request support to assist in delivery of the new facility.

Members are requested to resolve the renewal of the annual subscription of the Council to the Kent Association of Local Councils and the National Association of Local Councils for 2021-22. The renewal cost for the year is £1,944.00 including vat.

84/04/21CL: To resolve the redistribution of Council grant to Dartford Scouts.

Last year, the Council donated £1,000 to help five young people from Stone Parish  attend the European Scout Jamboree in Poland. Due to the outbreak of the Coronavirus, the event was initially postponed and has recently been cancelled completely.

Neil Gearing of the Dartford District Scout Council has asked the council to confirm whether they would like the donation refunded or if they would be willing to allow these funds to be ring-fenced to be used at a later date. They have confirmed  they would seeking to enable the five young people to use the funds provided towards a similar international Scouting experience, should this  become available. Should the five Scouts not be able to use these funds, they would be used to help other scouts from Dartford attend a similar event in the future.

Of the five scouts, four were from the Brent 6th Scout Group and one was from the Stone Scout Group. As it is uncertain whether the funds will be utilised for their original purpose, and could ultimately be utilised for beneficiaries from outside of the parish, the council may wish to consider re-directing a proportionate amount directly to each group on the provisio that it is spent to provide an alternative enrichment activity for the scouts that have lost out on the opportunity.

Alternatively, the council could replenish the community grants scheme budget to be utilised by other grant applications.

Members are requested to discuss and resolve their preferred outcome for this grant.

Following approval of the three-year budget and Strategic Plan objectives in January, a tender opportunity for provision of a new playground at Stone Recreation Ground was advertised on the Contracts Finder and Find a Tender websites, as well as on the council website.
