The Chairman asks for nominations for election of the Chairman of the Council for the ensuing year.

If there is more than one nomination, a vote will commence by a show of hands in the order in which persons have been nominated.

The Chairman will then declare the successful nominee to be duly elected Chairman of the Council for the ensuing year.

The newly elected Chairman signs the Declaration of Acceptance of Office, which is then passed to the Clerk for countersignature.

Section 101 of the Local Government Act 1972 enables the council to delegate authority for decision making to appointed committees or council officers.

The council is required to annually review delegation arrangements through approval of a committee/staff structure to support administration of council business.

Convention of the full council predominantly focuses on matters of policy, strategy, statutory requirements, and matters having major impact on the parish.

In contrast, operational matters and specialised areas of focus are best served by sub-committees able to consider those items in more detail without impeding the length and effectiveness of a full council meeting.

A summary of duties/activities delegated to council officers is provided in the attached appendix.

Members are also asked to approve Terms of Reference for proposed committees as outlined.

Recommendation:  That the council approves delegation arrangements to committees as outlined at Appendices A & B

Members are requested to appoint individuals to represent the council on outside bodies and committees.

Appointments to committees for 2018-19 are outlined at Appendix A. Members may revise or re-appoint accordingly.

A proposed calendar of Council and Committee meetings for 2018-19 is attached for approval.

Whilst confirming the annual calendar Members are asked to consider their availability and avoidance of meeting date changes. This will greatly assist the planning of officer reports which are scheduled to coincide with agenda dates. All meetings will commence at 7pm at Stone Pavilion unless otherwise stated on the relevant agenda. 

Recommendation: That members approve the calendar of Council and Committee meetings for 2018-19 as outlined.

  1. TO APPROVE SUBSCRIPTION TO THE KENT ASSOCIATION OF LOCAL COUNCILS AND NATIONAL ASSOCIATION FROM 1st APRIL 2018

The council is required to approve renewal from 1st April 2018 and confirm subscription of fees of £1,530 inclusive of VAT for the Kent Association for Local Councils and National Associations.

Recommendation: That the council approves renewal fees of £1,530 inclusive of VAT for the Kent and National Association from 1st April 2018 membership.
