01/05/22CL: To elect the Chairman of the Council for 2022-23 and receive Chairman’s Declaration of acceptance of office

The Chairman will ask for nominations for election of the Chairman of the Council for the ensuing year.
If there is more than one nomination, a vote will commence by a show of hands in the order in which persons have been nominated.

The Chairman will then declare the successful nominee to be the duly elected Chairman of the Council for the ensuing year.

The incoming Chairman will read aloud and sign the Declaration of Acceptance of Office, which is then handed to the Clerk for her signature. The incoming Chairman will give a vote of thanks to the retiring chairman and invite compliments from other members.

At this point, the incoming Chairman will take over the meeting from the retiring Chairman.

02/05/22CL: To elect the Vice-Chairman of the Council for 2022-23

The Chairman will ask for nominations for election of the Vice-Chairman of the Council for the ensuing year.
If there is more than one nomination, a vote will commence by a show of hands in the order in which persons have been nominated.

03/05/22CL: Apologies for absence

04/05/22CL: Disclosure of Pecuniary Interests

To receive disclosure of any pecuniary interests relating to meeting agenda items.

Having declared an interest, a member must not participate in discussion on the matter and must not take part in any vote unless an appropriate dispensation has been granted.

Relevant Legislation: Localism Act 2011, s 31.

05/05/22CL: Public Participation

The council meets and makes its decisions in public. A council meeting is not a public meeting. It is a meeting held in public and there is no requirement in law which allows members of the public to speak at such meetings.

However, the council is keen to encourage public attendance at meetings and will therefore provide an opportunity to local registered electors to show it is committed to community engagement.

A maximum of 3 minutes is allowed per person to speak and the total length of time afforded for public participation at each meeting shall be no more than 15 minutes, subject to an extension of this time, in exceptional circumstances, being agreed by the Chairman.

07/05/22CL: To review and resolve the Council’s Scheme of Delegation and Terms of Reference

Section 101 of the Local Government Act 1972 enables the council to delegate authority for decision making to appointed committees or council officers.

The council is required to annually review delegation arrangements through approval of a committee structure to support conduct of council business.

08/05/22CL: To Resolve membership of committees

Members are required to appoint membership of committees for 2022-23.

The Chairman will ask for expressions of interest for each committee in turn.

1.  Strategy & Finance Committee – 8 members
Chairman, Vice Chairman plus six other members.

2. Community Engagement & Events – 8 members
Chairman, Vice Chairman plus six other members.

3. People & Performance – 6 members
Chairman, Vice Chairman plus four other members.

 

09/05/22CL: To Appoint Council members as Hearing Panel Representatives

Members are required to resolve appointment of five councillors as a pool of hearing panel representatives, as per the council’s Human Resources policies. If not previously undertaken, these members will be required to undertake virtual disciplinary and grievance training within the next 6 weeks.

The panel will be required to conform with proportional balance, in line with the council’s approach to committee membership, which should be taken into consideration when appointing members.

 

10/05/22CL: To Resolve appointment of Council representatives to outside bodies and committees

  1. Members are requested to resolve two representatives to attend the Bluewater Community Forum2. Members are requested to resolve at least two representatives to the Kent Association of Local Councils (KALC) Dartford Area Committee.3. Members are requested to note representatives to the Borough and Parish/Town Council Forum. These representatives are the Chairman (substituted by the Vice-Chairman if necessary) and the Parish Clerk (substituted by the Council Administrator/PA to Clerk if necessary).
