01/05/19CL: TO ELECT THE CHAIRMAN OF THE COUNCIL FOR 2019-20 AND RECEIVE CHAIRMAN’S DECLARATION OF ACCEPTANCE OF OFFICE

The Chairman asks for nominations for election of the Chairman of the Council for the ensuing year.

 

If there is more than one nomination, a vote will commence by a show of hands in the order in which persons have been nominated.

 

The Chairman will then declare the successful nominee to be duly elected Chairman of the Council for the ensuing year.

 

The newly elected Chairman reads aloud and signs the Declaration of Acceptance of Office, which is then passed to the Clerk for countersignature.

 

02/05/19CL: TO ELECT THE VICE-CHAIRMAN OF THE COUNCIL FOR 2019-20

The Chairman asks for nominations for election of Vice-Chairman of the Council for the ensuing year.

06/05/19CL: TO REVIEW AND RESOLVE DELEGATION ARRANGEMENTS TO COMMITTEES AND OFFICERS

Section 101 of the Local Government Act 1972 enables the council to delegate authority for decision making to appointed committees or council officers.

The council is required to annually review delegation arrangements through approval of a committee structure to support conduct of council business. Convention of the full council predominantly focuses on matters of policy, strategy, statutory requirements, and matters having major impact on the parish.

In contrast, operational matters and specialised areas of focus are best served by committees able to consider those items in more detail without impeding the length and effectiveness of a full council meeting.

 

Members are requested to approve Terms of Reference for proposed committees as outlined.

 

07/05/19CL: TO APPOINT PROPOSED MEMBERSHIP OF COMMITTEES

Members are required to appoint membership of committees for 2019-20.

 

08/05/19CL: TO APPOINT COUNCIL REPRESENTATIVES TO OUTSIDE BODIES AND COMMITTEES

Members are requested to appoint individuals to represent the council on outside bodies and committees.

10/05/19CL: TO ADOPT STANDING ORDERS & FINANCIAL REGULATIONS

Members are presented with draft documents, based on model templates produced by the National Association, for consideration and adoption

 

11/05/19CL: TO DECLARE ELIGIBILITY TO USE GENERAL POWER OF COMPETENCE

Following the recent election, the council is required to re-declare its eligibility to use the General Power of Competence.

 

12/05/19CL: FINANCE

 

  1. TO APPROVE THE ANNUAL RETURN FOR 2019-20

The council is required to approve the annual return for the financial year 2018-19

 

  1. TO APPROVE SUBSCRIPTION TO THE KENT ASSOCIATION OF LOCAL COUNCILS AND NATIONAL ASSOCIATION FROM 1st April 2019

The council is required to approve renewal from 1st April 2019 and confirm subscription of fees of £1,560.00 for the Kent Association for Local Councils and National Associations.
